As most of you are aware, there have been some pending changes to the West Valley Deployment Plan for several weeks, specifically shutting down AP708 and AP709.  Those changes have been ‘on hold’ while other changes have been explored as well.

Over the past several weeks, the Local I-60 and management have been working to improve staffing and coverage in the West Valley while still working within the company’s budgetary restrictions. We were able to minimize the changes as best possible within the constraints provided, however, there are still some significant changes which will impact many of our members. The changes can be placed into two groups: minor changes, and major changes.

Minor changes, to which there is no displacement status includes changing start times by one hour or changing the unit designator. Some start times have been adjusted by an hour. Data analysis by the company’s OPAP team has shown that hold-over times can be reduced by staggering a few truck times. Change in start times were minimized as much as possible to limit any negative impact that may exist for members. Trucks with minor changes to start times are moving from 0600 to 0700 effective September 16th, 2017. Those trucks are AP121, A131, A133, AP161, AP171, AP172, and AP151.

The other minor change will be to the unit designator of AP156, which will now be known as AP153. This is managements request to keep the 24-hour units in consecutive numbers (e.g. AP150 – AP154).

Major changes, to which hard-bid employees will have displacement status includes changing the shift days, shift types, start times, and durations. All employees with a hard-bid status on the following shifts will be considered ‘displaced’: AP173, AP154, AP155, AP156, AP157, AP158, AP159, AP706, AP707, AP708, AP709, or any Float shift. The last names of employees identified as displaced are below. AP173 will now be 1000 – 2200 Wednesday, Thursday, Friday, Saturday. AP173 will be based out of 1585 N 113th Avenue, Suite 108 in Avondale, Arizona.

AP154 will become a new 24 hour unit, working a 3/4 ABC Kelly schedule with crew change at 7:00 AM. AP154 will be based out of 6749 W Bethany Home Rd, Glendale, Arizona.

AP155, AP156, AP157, and AP158 will all become a 3/4 split schedule working every other Wednesday, with crew change at 7:30, 9:30, 10:00, and 14:00 respectively. AP155 will be based out of 6749 W Bethany Home Rd, Glendale, Arizona. AP156, AP157 and AP158 will all be based out of 16060 N 59th Avenue in Glendale, Arizona.

AP159 will be a static 48, working four twelve hour shifts per week on Tuesday, Wednesday, Thursday, Friday with crew change at 05:00 AM. AP159 will be based out of 7980 N 51st Ave, Suite 10, in Glendale, Arizona.

AP706 will be a static 48, working four twelve hour shifts per week on Wednesday, Thursday, Friday, Saturday with crew change at 13:00. AP706 will be based out of St 301 at 13260 W Foxfire Drive, Suite 14 in Surprise, Arizona.

Displaced Employees:

Employees who currently have a hard-bid position on AP173, APAP153, AP154, AP157, AP158, AP159, AP706, AP707, AP708, AP709, Float 1, Float 2, Float 3, or Float 4 will have displacement status.

Those employees with displacement status are identified here with seniority ranking (click here).

Shift Bids:
Regular shift bids are currently open until midnight tonight, August 22nd. Any employee, regardless of displacement status, may place a bid on any open shifts which will be awarded by seniority following the collective bargaining agreement. Bids awarded for the regular bid cycle will be effective September 16th.

A brief shift bid cycle, with only west valley shifts, will be open from August 23rd until 5 PM on Saturday, August 26th,  at which time bids will be awarded and will be effective September 16th.

Displacement Bids:
Employees with displacement status will need to participate in the west valley shift bid process that will be open from August 23rd until 5 PM on Saturday, August 26th,  at which time bids will be awarded and will be effective September 16th. Bids will be awarded to displaced employees first, in order of seniority, followed by all other employees who participated in the west valley bid cycle in the order of seniority.
